The employment website CV.ee released the results of its annual Top Employer survey, with Merko at the top of the most highly regarded employers in the construction sector.
The Top Employers survey has been conducted for more than 10 years in Estonia. Participants vote for companies they would most want to work for. While Merko won the best employer in the construction sector for the second year running, we have previously been the only construction and real estate development employer in both the results for the service sector and the overall rankings.
The Head of Recruitment at CV-Online, Andra Rand, says the latest results reflect a clear change in employees’ expectations. Regardless of the sector, employees have a higher regard for employers who offer not only stability but meaningful work, flexibility and opportunities for professional and personal growth. In the construction sector, an employer’s image is increasingly associated with quality of the workplace and development opportunities.

More than 10,000 respondents voted in the survey held in early 2026. The survey also revealed the “top-of-mind” employer for 2025 and the most highly valued employers in eight business sectors.
