The new residential building at Allveelaeva 2 in Tallinn – a joint development by Merko and BLRT – is steadily rising on the city-facing side of the Noblessner complex. With 83 apartments and six commercial spaces, the building is planned for completion in early 2027.
More than 500 households already live in Noblessner and many well-known commercial and service companies have locations here. The Allveelaeva 2 building, which recently got a cornerstone, still has a selection of two- to four-room apartments available. The first residents can move in in late 2026.
Tiit Kuusik, who is in charge of Noblessner apartment development at Merko, emphasized at the cornerstone ceremony that since the first new residential building was completed at the port complex in 2016, Noblessner has undergone sweeping development. “Instead of the former closed industrial area, there is now a unique, welcoming seaside urban space with a bevy of great recreational opportunities. Noblessner is an unequalled living environment in Tallinn in terms of the quality of public outdoor space so close to home,” said Kuusik. In 2020, Noblessner was awarded the title of the best urban space development in the Baltics.
The real estate development director for BLRT Group, Ivar Piirsalu, says the development of Noblessner will continue. “In the last 10 years, 17 buildings have been built or restored. In addition to construction of Allveelaeva 2 apartment building, design development of the capital city’s most seaside apartment buildings at Lennusadama 7 and 9 is also now underway.” Ample public urban space will also be built around these four buildings, part of it extending directly into the sea. The historical submarine-building facility’s slip and several infrastructures under heritage conservation will become recreational areas and the Noblessner promenade will be renovated up to the Seaplane Harbour.
Allveelaeva 2 is a six-storey apartment building with storefronts and a spacious interior courtyard. Boasting rooftop terraces, higher ceilings than usual and expansive windows, the building will have 83 apartments ranging from one to five rooms and floorspace of 42–161 square metres. The ground floor will have more than 1200 square metres of commercial space with convenient access from street level. Parking spaces are safely underground, leaving the aboveground courtyard as a landscaped park for various leisure activities.

The residential buildings in Noblessner are being developed by Kodusadam OÜ, which is owned by Merko Kodud and BLRT Grupp. The architecture of Allveelaeva 2 was designed by the practice of PLUSS while the interior architecture was designed by the studio Argus.
