Last week, AS Merko Ehitus Eesti signed a contract for services with AquaTapa OÜ, under the management of Capital Mill, under which it will design a new sports and leisure centre for the town of Tapa.
The plot of land takes up a total 18,676 m² at the address Spordi 8. Construction is set to get under way in May 2026 and run about 14 months.
Marek Hergauk, the director of the general construction division of Merko Ehitus Eesti, said the preliminary work has been taken care of by Merko and the contracting entity so that the design development can get started. “In the course of the design development from here on out, the technical solutions and details of the facility will be fleshed out to the extent required in the lead-up to construction works. We understand how long locals and the military units and allied troops serving in Tapa have been waiting for a swimming pool, and we are moving ahead with the engineering at a rapid clip so that the construction can start as soon as possible.”
The director of construction at Capital Mill OÜ, Silver Neemelo, emphasized that the project symbolizes the company’s desire to contribute to the development of the area. “It’s an important step toward development of regional infrastructure and a good example of productive partnership between public and private sector,” said Neemelo. “Our goal is to ensure that the centre is completed in a high-quality manner and on schedule and that it would meet high technical and environmental requirements.”

Chairman of the Tapa municipality council Maksim Butšenkov said the signing represents a major step forward. “Every day brings us closer to the goal – a leisure and sports centre. I’m sure that the partnership will lead to a good result and ensure quality. Our goal is not only to erect a building but to create a place that’s pleasant and safe. The centre will be a place where people meet, socialize and feel at home.”
The future sport and recreation centre will offer fully modern services to the town of Tapa. It will have an eight-lane swimming pool, a children’s pool, spa and sauna block, weight room and food service area with a sports bar. The architecture emphasizes a close-to-nature community feel, with a modern, energy efficient and functional environment suitable for workouts, relaxation and community events. The architect is Hannes Koppel of the practice of Asum Arhitektid.
